Job Purpose:
Provides support in maintaining good employee relationships by providing counselling, HR services and solutions to issues that employees face in their work; acts as the HR focal point for a specific QF Department / Centre; participates in the grievance procedure; informs and updates QF employees about policies and procedures; updates the ERP system and payroll accordingly; processes promotions, resignation, termination and End of Service Benefits; assists the Head of Employee Relations in creating policies and procedures as well as making decisions with regards to Personnel issues.
Key Result Areas:
• Coordinate employee orientations, employee assistance, recreational activities, and other employee-related programs.
• Provide expert advice to QF employees/officials on personnel and labor relations matters
• Coordinate with Accommodation section and Transport section to ensure the correct staff status and update ERP system accordingly
• Following-up the processing of all kinds of leave (annual, casual, sick, maternity, etc.) making sure that it’s recorded in the system.
• Collect Air ticket information from travel section when required
• Coordinate with Immigration section to ensure the employees’ dependants’ details are updated and accurate
• Explain to QF Department/Centre employees the government rules, regulations and procedures, and the need for compliance.
• Ensure the smooth processing of employees resignation/termination including final settlement, updating concerned departments like IT, Finance, Materials & Contracts, Accommodation, Security, Transport, Immigration etc.
• Assist in the investigation and resolution of employee grievances and coordinate processes of responding to complaints.
• Following up business and training trips’ per diem requests and make sure the payment was done before travel
• Supervise the conducting of salary and wage surveys to keep the compensation plan up to date
• Following up all formalities of recruiting seconded employees or loaned staff
• Prepare complex correspondence in the course of official duties
• Following up all formalities of Trainee employees until their confirmation as permanent staff with L& D section.
• For new employees, once the staff number is assigned by Recruitment section, check and complete the missing documents of the file, and update payroll information in the ERP system.
• Assist new employees in all their initial activities like opening bank account arranging security pass, transport and accommodation process, and other eligible allowances.
• Supervise the preparation of clear, concise, accurate and informative statistical and other reports including monthly report, and use them in the preparation of management progress reports.
• Compile payroll data received from centers and process it with accuracy and promptness.
• Answer queries raised by QF Department’s/Centre’s HR coordinators and arrange meeting with them, if required.
• Supervise and liaise with the preparation of employment contracts, and standard official letters.
• Review wages computed and correct errors to ensure accuracy of payroll.
• Supervise and keep track of employees in their position changes, promotion, demotion, etc.
• Assist the Manager in the administration and supervision of all personnel issues and provides technical advice on personnel matters.
• Perform any other assignments required or requested by the supervisor.
